Job Description

Der Landesfachverband Medienbildung Brandenburg ist der Ansprechpartner für Medienbildung in Brandenburg. Im Fokus seiner Arbeit steht die Stärkung von Medienkompetenz bei Fachkräften der Kinder- und Jugendarbeit sowie von Lehrkräften. Der Verband unterhält darüber hinaus 33 Jugendinformations- und Medienzentren (JIM) in Brandenburg, und koordiniert das jumblr-Projekt (Jugendmedienbildung im ländlichen Raum), welches Fachkräfte der Jugend(sozial)arbeit bei der Entwicklung und Umsetzung medienpädagogischer Maßnahmen in den ländlichen Räumen Brandenburgs unterstützt.

Im laufenden Geschäftsjahr wird ein umfangreiches dezentrales Bildungsprojekt in der Lausitz gestartet, mit dem der Verband aktiv die Bildungslandschaft im Kontext von Digitalisierung und Strukturwandel fördert. Das innovative und regional verankerte Bildungsökosystem für MINT-, Medien- und digitale Bildung sowie gesellschaftliche Teilhabe gilt es aufzubauen. Ziel ist es, Kindern, Jugendlichen und jungen Erwachsenen chancengerechte Zugänge zu Zukunftskompetenzen zu eröffnen und die Region im Strukturwandel nachhaltig zu stärken.

Für die wirtschaftliche Betreuung des Verbandes und seiner Projekte im Zweckbetrieb ist ab sofort die Position Betriebswirtschaftliche Leitung (m/w/d) zu besetzten.

Dienstsitz ist wahlweise Cottbus oder Potsdam, wobei es zu regelmäßigen Einsätzen an beiden Standorten kommt.

Aufgaben

Als betriebswirtschaftliche Leitung verantworten Sie die finanzielle und administrative Steuerung eines komplexen Verbundprojekts mit mehreren Partnerorganisationen. Sie arbeiten eng mit der Geschäftsführung, dem Projektmanagement sowie den Verbundpartnern zusammen. Dabei leiten Sie ein kleines Team mit ca. zwei kaufmännischen Mitarbeitenden für die Bereiche Finanz- und Personalwesen.

Da der Verband durch Projektförderungen in der Lausitz stark wächst, sind Prozesse und Arbeitsorganisation zu entwickeln.

Ihre Aufgaben

Finanzmanagement & Controlling

• Gesamtverantwortung für Budgetplanung, -steuerung und -überwachung (mehrjährige Projektförderung)
• Aufbau und Weiterentwicklung eines projektübergreifenden Controllingsystems
• Liquiditätsplanung sowie Mittelabrufe und Verwendungsnachweise
• Sicherstellung der Fördermittelkonformität (Bundesmittel, Zuwendungsrecht)

Verwaltungs- und Prozesssteuerung

• Entwicklung effizienter administrativer Strukturen und Prozesse
• Steuerung von Vergabe- und Beschaffungsprozessen (Landes-, Bundes- und EU-Ausschreibungen)
• Vertragsmanagement und rechtliche Abstimmungen (z. B. mit Verbundpartnern) und Zuwendungsgebern
• Leitung und Steuerung eines kleinen Teams innerhalb einer größeren Organisationsstruktur

Berichtswesen & Governance

• Erstellung von Finanzberichten für Fördermittelgeber und Projektgremien
• Unterstützung der strategischen Steuerung durch belastbare Kennzahlen
• Mitwirkung an der Weiterentwicklung der Governance-Strukturen im Verbund

Personal- und Organisationsentwicklung (in Abstimmung mit der Geschäftsführung)

• Unterstützung bei Personalplanung und -controlling
• Aufbau skalierbarer Verwaltungsstrukturen für ein wachsendes Bildungsökosystem

Schnittstellenmanagement im Verbund

• Enge Abstimmung mit wissenschaftlichen Partnern, Bildungsträgern und Verwaltungseinheiten
• Koordination finanzieller Prozesse zwischen den Verbundpartnern

Qualifikation

Fachliche Anforderungen

• Abgeschlossenes Studium im Bereich Betriebswirtschaft, Public Management, Verwaltungswissenschaften oder vergleichbar
• Mehrjährige Erfahrung im Finanzmanagement komplexer Projekte (idealerweise öffentlich gefördert)
• Fundierte Kenntnisse im Zuwendungsrecht und öffentlichen Haushaltswesen
• Erfahrung im Controlling und Aufbau administrativer Strukturen
• Erfahrungen im Umgang mit spezifischer Software z.B. Lexware

• Hohe Verantwortungsbereitschaft und Verlässlichkeit
